This kind of information should be included in the rules and guidelines part of the site. As soon as you fulfill the requirements to get the online statuses you get an automatic explanation on how to enable it with it.

Some sites already do this within the yearly awards or the house awards, so this is something you should bring up with your site leader, please (:

if this happens only on this one device of yours it's not a problem or a bug on the site. Very likely it's your internet connection being too slow or your browser acting up. I myself experience some of the things your mentioned like the information when hovering over a name not showing up when my connection is really bad. We're sorry that we can't really do anything about this from our end, though.
